Dr. Dacso specializes in health care innovation and strategic planning with emphasis on managed care, digital health strategies and complex transaction negotiation and dispute resolution. Dr. Dacso's legal experience spans over 23 years and includes general health care, medical, and hospital law, as well as being an AHLA trained negotiator/mediator for resolution of health care disputes. In November 2002, she was named by Texas Lawyer as the number one “Go-To Lawyer” in health care law. She is an experienced policy analyst, lobbyist and advocate for issues related to health care delivery and financing for the uninsured and underinsured, and is a recognized expert on managed care, government programs and corporate compliance.

Prior to establishing her own legal and consulting firm in March, 2002, Dr. Dacso was associated with the Houston office of Jenkens & Gilchrist as a member of its Health Law Section. She currently serves as outside general counsel to a number of health care organizations. Before she joined Jenkens & Gilchrist in 1993, she was the head of the health law section of the San Diego law firm of Jennings, Engstrand & Henrikson. From 1982 to 1987 she held the position of Senior Vice President and General Counsel at Providence Hospital, Mobile, Alabama.

Dr. Dacso holds licenses to practice law in Alabama, California and Texas. She received her J.D. degree from South Texas College of Law, and her Dr.P.H. and M.P.H. from the University of Texas School of Public Health.

Dr. Dacso has held faculty appointments at San Diego State University and the University of Houston. She currently serves as visiting faculty to Rice University’s Jones School of Business where she teaches contracting and negotiation strategies in health care.

Dr. Dacso is the co-author of Aspen Publishing's Managed Care Answer Book series and the Risk Contracting and Capitation Answer Book. She is frequently called upon to serve as an expert witness in cases involving health care matters.
